The film is just Tim Curry being hammy and over-the-top, but the book is actually pretty unsettling.
 
I would say it's the scariest thing King has ever written, though I generally find his work easy to read.
 
Yeah, the book is definitely well done. The movie actually could have been a lot scarier if they would have just thrown on some kind of dark filter and maybe done disproportionate shots of Tim instead of ones making him obviously look like a silly clown. It's not hard, the filmography was just bad.

Duh, but they differ per region, and I couldn't tell if you were asking that or what percent it might have gotten on the Rotten Tomatoes.

As far as I know it's rated R, but I can't be arsed to remember or look. Google it yourself, you silly spawn of the Twenty-First Century.
