Is there a reason why the "create a new topic" isn't visible to me at all on any forum?

EDIT- Great, turns out it is there but it's invisible... Just like 'report a post', 'edit', 'delete a post'. and so on. Those buttons are invisible but present, why? I'd be grateful if anyone could tell me why that's happening

CCleaner is good utility, yes, but given the wanted task, it seems a little excessive.
