There was... but I think Ubisoft didn't let UbiArt do that...

I don't think they've ever actually come forward to say that they weren't going to release it, nor have they made any comment on their plans with the engine, so I guess that notion is practically stuck in limbo.

At exactly 50:00 minutes into the video in the middle of the article, Michel Ancel explains that they're thinking about it again. It's very hard to do though (cleaning code, etc), so they might just release some ideas they used in the engine rather than the engine itself. It's rather recent, so I'm guessing they're still at that point.
Also, "no more Rabbids there, man."
