Deciding rather to purchase a Vita or not, really depends on what kind of gamer you are and what kind of games appeal to you. I bought a Vita primarily for the first-party exclusives like Gravity Rush, Tearaway, Little Big Planet PS Vita, and Escape Plan, along with the vast line-up of Indie Games coming to the platform. Since I own a 3DS as well, I can now compare both consoles. If you like Nintendo's IPs, you would be more suited to the 3DS, though unfortunately, there really isn't much more worth playing beyond that, with the exception of the occasional third-party exclusive. If you want more experimental and overall more creative games, buy a Vita. If you like Indie games, the Vita is an Indie powerhouse, with a large selection of games ranging from exclusives like Flower, Flow, Sound Shapes, and Escape Plan to multi-platform titles like Limbo, Thomas Was Alone, Guacamelee, and with Fez, Minecraft, and Oddworld: New N' Tasty in the coming months. Whereas the 3DS has a rather meager catalog in this category. If you want a console with a multitude of media features, the Vita is superior as well, while the 3DS offers nearly the same amount, the shared services between both platforms are superior on the Vita. The Vita also benefits from the Cross-Buy and PS Plus services, plus the growing catalog a PS1 games that can be emulated, not to mention the Gakai streaming service will debut on the platform eventually, opening up an even more massive back-catalog from all PlayStation platforms. Whereas Nintendo has barely managed to get all of their essential NES and Gameboy/GBC titles on the Virtual Console service.
While unlike how I make it sound, the 3DS is not a bad console at all, it just really depends on what games you prefer, and personally there are just far more games on Vita that pique my interest than on 3DS. It would be in your best interest to extensively look into both game libraries to make your decision.
The way I see it at this point, is that the 3DS is the more mainstream handheld, with the PS Vita being for more of the niche audience.
On another note, I just completed Tearaway. What an amazing experience it was, it's just a shame it didn't last longer. It took me around five to six hours to complete, I would estimate. And the ending was actually quite emotional for a game that appears rather light-hearted on the surface.
