You often hear this sort of thing - cuts being made in unexpected cases, sometimes even to the horror of the original director (warranting Director's Cuts).

Indeed. Man, it's weird, if we were on the normal scheduling, a new series would have just begun right around now, but instead, there's still about 3-4 months to go...

Hmm, true, though I've heard that Series 4 of Sherlock is meant to come much quicker than Series 3 did.
As for quality, I doubt the time made any difference, ever since Series 6 messed things about, schedules have been shifted all over the course of the year, I don't think there were any shifts in quality from back then either.

No, but my perception on how things were run was shifted! I was massively disappointed when a series would finally begin again but then end about four to six episodes later. "Man, I've been waiting half a year for this? I mean, it's still amazing and I love it but... that's all there is?"

However, if I recall correctly, they were doing it this way because they wanted a back-to-back 'year' of episodes, right?

Well, apparently this was the reason for Series 6:

The BBC and Steven Moffat have announced today that the transmission of the next series of Doctor Who, in 2011, will be split into two blocks, transmitting in spring and autumn.

The split transmission is the result of a request from Steven Moffat to write a new Doctor Who story arc which involves a big plot twist in the middle of the series. By splitting the series Moffat plans to give viewers one of the most exciting Doctor Who cliffhangers and plot twists ever, leaving them waiting, on the edge of their seats, until the autumn to find out what happens.

Steven Moffat said: “The split series is hugely exciting because viewers will be treated to two premieres, two finales and more event episodes. For the kids it will never be more than a few months to the next Doctor Who! Easter, Autumn, Christmas!!”

But that doesn't explain the mess that happened with Series 7, leaving the majority of 2012 without any new episodes, and now we here in 2014 with the longer wait.
