Rayman Arena (PC), RM_Setup_DX8 error

Running off my 3G connection? Absolutely not, but perhaps I can bring it on a memory stick to the library and upload it from there.
 
As I might have said before I can't even run the setup from the actual disc even with compatibility modes, and each time it does it maxes out my CPU and half the time I have to turn my laptop off by taking out the battery. Never a good thing. I don't know if this is even to do with my CD drive [TSSTcorp aka yuuuuuuuuck], or if the CDs are just scratched to hell and back, cause it struggles to run my PS2 copy as well [I have two - my original one I had for 10 years and one from the anniversary pack].
 
this is a problem that never will be solved, this problem is hanging here for years and know answer and this is not the only game/program with this problem, look around the internet
