Going off the PC version here, maybe some others are different. The first time the number of prisoners is shown is in the intro movie, and the counter actually rises every second. I believe it goes between 18,900 and 18,930? Or close to that.
 
I'm pretty sure the initial and final values of the number in that one instance are random…
 
Ok so clearly it must not be the inside then if the number's going to be random! :lol:

Can I make another guess?
