As for the scene at the beginning of the game, it clearly isn't meant to be taken literally, as it shows him bubbling Betilla and the Magician out of his pipe, even though we know they had both existed long before that. It's just to demonstrate Polokus's power/position to the player by showing that he is bubble-dreaming everything into existence.
