::::::::My theory is that there's only one ring around the Officer, and the Hoodloon just happens to be caught in it. I think it's impossible to aim at the Hoodloon when there's no Hoodlum there because there's one flying under the bridge long after the others are dead that can't be killed. Perhaps you can only hit him with a Hoodlum in its mouth, although, I locked onto them and the Officer was holding on to the Hoodloon with one hand, the same position when one grabs a balloon and floats down. Recently, without paying much attention, I shot the Officer as he was still floating down from the balloon and he expanded, probably full of helium or something, and floated away.
