The fact that Acarr and Holy Crap don't know proves that the moderating team can't identify someone by their IP address if they haven't posted. Therefore, you wouldn't know who the 1000th member is unless you made the account yourself.
 
He/she sent me a PM asking for Tings, but I refused. I won't give the Tings until I know who he/she is.

Well, you could always have explained why you think it's Xenon, who just so happens to be the English Administrator and therefore would not be spamming people's inboxes with useless messages. :|
