There's definitely a distorsion effect in some versions, IIRC it happens when when you stay idle on the world map, and maybe when entering it? Not sure if the current wording is ideal though, but restoring it for now.
Found it! It's when you enter the world map for the very first time at the start of the game, and it's only found in the PC version.
