The Moody Clouds definitely should not be considered part of the Mystical Pique. One is totally artificial and mechanical in nature, while the other is a natural formation akin to the Blue Mountains. The distinction is much stronger than, say, that between the Desert of Dijiridoos and the Grumbling Grottos, so hardly any information will have to be repeated between the two articles. :What I can say is that the Moody Clouds are accessed through a portal in the Mystical Pique's top. But yes, they are distinct from each other.
