No they aren't:
FOUTCH: Guardian of the sanctuary of lava and fire
UMBER: Guardian of the sanctuary of rock and stone

I think the names were just changed later from fire+lava to stone+fire and from rock+stone to rock+lava. That doesn't imply that the Guardians were guarding different Sanctuaries, just that the names of the places themselves changed.

Early dialogue

RE: "Foutch is oddly enough referred to as the guardian of the Sanctuary of Stone and Fire and Umber as the guardian of the Sanctuary of Rock and Lava." No they aren't:

FOUTCH: Guardian of the sanctuary of lava and fire

UMBER: Guardian of the sanctuary of rock and stone


I think the names were just changed later from fire+lava to stone+fire and from rock+stone to rock+lava. That doesn't imply that the Guardians were guarding different Sanctuaries, just that the names of the places themselves changed.
